OEC Regional Coordinators
OEC Coordinators
Prior to moving to OEC, Rick served as the Statewide Interoperability Coordinator (SWIC) for the Massachusetts Executive Office of Public Safety and Security, and before that role, as the SWIC with the Rhode Island Emergency Management Agency. A large part of Rick's work has focused on developing governance structures, training and operational programs, as well as designing interoperable and emergency RF communications systems. Recognized in the region as a subject matter expert in the field of communications, and working with multiple states, Rick led strategic planning efforts resulting in the streamlining of local, regional, statewide and federal communications efforts across borders and with multiple partners. Rick has lived and worked in four of the six New England (Region I) states, served as the SWIC in two, and worked for local and state government in public safety communications.
Retired from the US Coast Guard as a Chief Electronics Technician, Jim has 30 years of experience with tactical communications systems used by the US military, law enforcement, and first responder agencies. Prior to moving to OEC, Jim has been with US Customs and Border Protection since March, 2003 and serving as CBP's Integrated Border Enforcement Team Communications Coordinator. In this position, he has chartered an Integrated Border Enforcement, Cross Border Communications project that developed a baseline of capabilities for interoperable communications along the US – Canada border and cross border communications demonstration projects.
Ken Born began work at OEC in August 2008 as a Telecommunications Specialist within OEC's Multijurisdictional Communications Services division. In this capacity, Mr. Born supported OEC's efforts to provide Technical Assistance to State and local agencies across the US. Prior to coming to OEC, Mr. Born worked for a variety of government agencies including the Illinois Criminal Justice Information Authority, Illinois State Police, Kentucky's Office of Technology, and Maryland's Office of Technology. He was also an Adjunct Faculty member at the University of Illinois teaching coursework in computer science and management information systems. Mr. Born started his career as a software developer programming in COBOL, PASCAL, and C languages supporting law enforcement applications in the wired and wireless environment and held a position equivalent to Kentucky's Interoperability Coordinator. He has an Associate degree in Police Science Administration, a Bachelor degree in Political Science, and a Masters degree in Business Administration. He is also PMP certified.
